Assitance for Ukraine under the CSDP
EUAM Ukraine
The European Union Advisory Mission Ukraine (EUAM Ukraine) is a civilian European Union Common Security and Defence Policy (CSDP) mission.
It was created in December 2014 and international advisors were brought to the Ukraine from Europe. Its goal is to help Ukrainian authorities improve the civilian security sector. It provides strategic advise and practical assistance to make the Ukrainian civilian security sector more effective, efficient, transparent, and trustworthy.
The EUAM mandate is implemented according to three pillars of activity:
- Strategic advice on civilian security sector reform, in particular, the need to develop civilian security strategies;
- Support for the implementation of reforms through the delivery of practical advice, training and other projects;
- And cooperation and coordination ensure that reform efforts are coordinated with Ukrainian and international actors.
EUMAM Ukraine
Ukraine is receiving significant political, military, financial, and humanitarian assistance from the EU and foreign allies. This assistance includes unprecedented assistance to the Ukrainian Armed Forces (UAFs), including military equipment and training.
This is precisely what the EU Military Mission in Support of Ukraine (EUMAM Ukraine) seeks to accomplish: to strengthen the capacity of Ukraine's Armed Forces to protect Ukraine's territorial integrity within internationally recognized borders, as well as to deter and respond to potential future military offensives by Russia and other potential aggressors.
EUMAM Ukraine provides basic, advanced, and specialized medical aid, maintenance, and repair training to Ukrainian Armed Forces personnel. It also provides junior leadership training at the section/squad, platoon, and company levels.
More than 15,000 Ukrainian military members have received training, which is still underway.
Third-country involvement is welcome at EUMAM. All mission operations take place on EU territory.
24 EU Member States have so far provided training modules and people. The training is supplemented by the provision of equipment to the Ukrainian Armed Forces for deadly and non-lethal uses, which is given by Member States and sponsored by the European Peace Facility.
Assistance measures under the European Peace Facility (EPF)
Reacting to the Russian invasion of Ukraine, for the first time in its history the EU has now mobilised funds for the delivery by Member States of military equipment, including lethal weaponry, to assist a partner country.
Reacting quickly and unanimously to Russia’s war on Ukraine, which began on 24 February 2022, the Council has now adopted 12 decisions, providing for six tranches, each consisting of two assistance measures (mainly lethal equipment but also non-lethal support) for the Ukrainian armed forces (UAF). Each tranche has been worth €500 million.
In February 2023 the Council adopted assistance measures under the European Peace Facility (EPF) that provide further military assistance to the Armed Forces of Ukraine. These consist of a seventh package worth €500 million, and a new €45 million assistance measure supporting the training efforts of the European Union Military Assistance Mission in support of Ukraine (EUMAM Ukraine).
The seventh package will now bring the total EU contribution under the EPF for Ukraine to €4.6 billion.
Through the EEAS-hosted clearing house and the EPF committee, Member States can ask to be reimbursed, in part at least, for the equipment they have delivered, for lethal support, such as tanks, air defence systems, anti-aircraft and anti-tank missiles and ammunition, and non-lethal support, such as bullet-proof vests, helmets, first aid kits and fuel.
The purpose of the last aid measure to support the Armed Forces of Ukraine, which is training within the framework of EUMAM Ukraine, is to provide the necessary non-lethal equipment and materials, as well as services to support training activities.
