EU Common Security and Defence Policy: International and European Dimensions

One semester postgraduate course on substantive issues of European Union (EU) External Relations Law with emphasis on the EU Common Security and Defence Policy. The course focuses on the EU policies towards third countries and their association relations with the EU. Students are expected to possess a basic knowledge on institutional and constitutional fundamentals of the EU. Participants of the course investigate the political and legal rationale behind EU external policies. The first part of the course deals with history of the EU external policies and relations between the EU and international public law. The second part of the course focuses on the legal fundamentals of the EU external competences (expressed, mixed, and implied). The third part of the course studies selected external policies of the EU and relevant contractual arrangements with third countries (association, partnership, neighbourhood). The fourth part of the course looks at the EU-Ukraine relations and related policies (European Neighbourhood Policy, Eastern Partnership, Arctic cooperation, EU-US, EU-China relations and other).
